MULLEN & HENZELL is pleased to announce Lucille “Lucy” Flinchbaugh to the firm. Lucy joined us as an associate in the Business and Real Estate group. Her practice focuses on land use entitlements, site selection, permitting, and environmental compliance. Lucy represents developers in all stages of the development process. These include a wide range of mixed use, commercial, residential, and energy projects. Her experience covers a variety of programmatic areas of environmental and land-use laws and policy, from local to federal levels. Specifically, she helped developers navigate complex matters implicating the California Environmental Quality Act, Subdivision Map Act, National Environmental Quality Act, redevelopment law, California Housing Laws, zoning issues and historic resources regulation. Lucy possesses a strong background in public utility regulation, representing major utilities during project development and construction, as well as in proceedings in front of the California Public Utilities Commission.
Outside of work, Lucy is an avid rock climber and runner, and enjoys spending time cooking with her dogs.
